A Perfect Heart
What is the characteristic of a "Perfect Heart"? Someone has a "Perfect Heart" when they love God with all their heart, soul, mind and strength and fully committed to Him. In the gospel of John, Jesus says,
“If you really love Me, you will keep and obey My commandments."
[John 14:15 AMP]
This sounds more like a promise, If you really love Jesus, obedience will be the fruit of that love. Once you love Jesus with all your heart, it will no longer be a struggle between the flesh and the spirit. The love of Jesus will keep you away from the sinful nature of the flesh. As long as we are alive in this world we are going to handle temptation of sin. If you feed your spirit with the 'Word of God' consistently, realizing the love of God becomes easy. The Parable of the Sower we read about four kinds of soil, but it is really talking about four different conditions of heart in the real world. Knowing the Word of God and taking action on what your hear or read will help improve the condition of your heart. Hearing or reading the Word of God and doing nothing is a useless act. The measure of thought and study you give to the truth you hear will be the measure of the virtue and knowledge that comes back to you. Hence we must take up the responsibility to both study the word and remember the word constantly through repetition. Remember what St. Paul writes to Timothy in his second letter,
All Scripture is God-breathed and is useful for teaching, rebuking, correcting and training in righteousness, so that the servant of God may be thoroughly equipped for every good work.
[2 Timothy 3:16-17 NIV]
You may take Daniel as an example. We read in the Book of Daniel that the four Jewish young men who constantly remembered God and His commandments were distinct from other men and always found favor with God. Remember, those who love, trust and obey God are never put to shame. These men had perfect heart that was never troubled by worldly affairs.
To these four men [Daniel, Hananiah, Mishael and Azariah] God gave knowledge and understanding of all kinds of literature and learning. And Daniel could understand visions and dreams of all kind.

In conclusion, learn the Word of God, Love God, Obey God and Repeat.
